We the undersigned are aggrieved that the expressed wishes of the residents and Town Council of Totnes, and the spirit of the Localism Act 2011, have been ignored by the planning authority in the change of use application by Costa Coffee for a shop in Fore Street, Totnes. We seek a debate in Parliament on the Localism Act and how it is intended to work in local planning decisions.
