Make prisoners work to pay for their keep and let the
fruits of their labour be shared amongst the countries pensioners.
I propose making prisoners work in a coal mine. The coal produced could then be turned into smokeless fuel which could be supplied and used for fuel by the nations elderly.
There would be no effect on the conventional power suppliers as pensioners can seldom afford to heat their homes properly anyway.
