Proposals to reduce the number of Wide Anti-social and Noxious Cars (aka 4x4s) on urban roads

Summary: Introduce a new tax on 4x4s, provide compulory annual training for 4x4 drivers and permit councils to dictate colours and slogans on 4x4s

1 Introduce an additional car tax on 4x4s starting at £800 for the least large and at £2,500 for the largest. Rural dwellers to receive rebate of up to 100% if criteria met.

2 Introduce annual drivers day for all wishing to drive 4x4s focusing on why such vehicles are antisocial and owning them selfish. Run by private sector at profit plus 100% for HMTreasury.

3 Permit local councils to dictate all 4x4s registered in their area to be painted vibrant colours (e.g., bright pink) with slogans (e.g., "I can't help being selfish. sorry.") and to ban very dark windows. All work by private sector with 100% mark-up to council.
