New drivers (car) should undergo basic motorcycle training (eg. A cbt) and gain a period of experience before being able to sit a driving test.

A basic understanding of riding a motorcycle prior to sitting a driving test will increase awareness of new car drivers to the risks of riding a motorcycle. It will create a more conciderate, observant and competant car driver.
