The government to change the law regarding what constitutes actual assault on a person to include deliberate or reckless behaviour that causes or is likely to cause fright or fear in an animal being legally ridden or controlled by that person. The purpose is to allow redress by a person controlling an animal(s) against person(s) who by their actions, either directly or indirectly place the person, themselves or others at risk of personal injury.
