To stop the housing crisis the planning regime within cities should be relaxed and simplified so that people are encouraged to develop and therefore increase the housing stock.

This would help revitalize the housing market, provide jobs and lower the cost of property for first time buyers and buyers in general.

Its a simple case of demand and supply .... The supply side is almost exclusively determined by urban planning.
