Reinstate the power of Police Station custody sergeants to charge suspects to appear at Court, if they consider that there exists 'a realistic prospect of conviction' of an offence. The fact that the authority to charge now rests with the Crown Prosecution Service, has led to unacceptable delays in the criminal justice system, and, allows potentially highly dangerous offenders to be free to commit further offences.
