Members of the House of Lords to be appointed by a PR system based on the General Election* result.

There should be 500 seats in the House. A Party gains one representative per 0.2% share of the vote**

For example, General Election* 2010:

Conservative: 36.1% = 180 representatives
Labour: 29% = 145 representatives
Liberal Democrats: 23% = 115 representatives
etc...

Each Party can appoint its representatives on whichever basis it wishes, providing the chosen representative is a Peer. The representatives are to be chosen within two months of each General Election*

Any remaining seats (created by the <0.2 percentages or, if a Party is unable to find a suitable representative or, where a member is not chosen within two months) will be left vacant.

* the House of Commons vote, not a new and separate election
** exact multiples of 0.2 only; no rounding-up or down
