To assess peoples needs and continued entitlement to social housing, to review the needs on a regular basis (say 5 years).

For people who are under occupying a larger sized property to be offered a smaller, or if not available a deposit for a private rented accommodation unit more suitable to their needs.

To emphasize that the council/Housing trust etc has rented you one of heir homes when you were most at need, now times have changed and others might be in greater need of that space, as your children have grown and moved on with their lives, you are not being thrown out, but placed in another home that will meet your needs as they are now.
