Petition High premiums on car insurance because of postcodes, use individual circumstances instead ie no claims, age, NOT POSTCODE!!

For quite some time now car insurance premiums are being quoted on postcodes given instead of personal circumstances. If you live in certain postcodes then the premiums are fr a good driver with 10 yr no claims are much higher than a driver with 2 claims in a different postcode. This needs to stop and the individuals history be taken into account instead.
