Closed Horse Drawn Carriage Licensing law change

We are petitioning that the law should be changed stating that a horse drawn hackney carriage driver should be required to hold a full Driving license, which gives them no knowledge to the requirements of caring and maintaining the use of a horse and carriage. The law states that if the issuing council believes the driver to be competent to drive they may be issued a hackney license, but Great Yarmouth Council is refusing a driver of 25 years to renew, on the sole ground he does not have a driving licsense
