Petition Make it illegal for a caller to withhold the number if they ring you up

We have all received telephone calls which have been cut short as we answer, or if checked when we are too late to answer, and then all we get from 1471, etc., is "we do not have the caller's number to return the call" or "the caller has witheld their number." This should not be legal, and has no justification for being legal. If someone, or firm, wants to contact you, you should know who that is.
