Petition Managing Unemployment benefits correctly

I previously lived in Germany with the UK forces for three years and I admire their system for unemployment benefit.

Instead of cash hand outs a team visits the subjects house and conducts an assesment in that assesment they recieve clothing or hardwear items to assist them in day to day living and returning back to work.

Instead of recieving money they get food coupons for fresh food this prevents people buying luxury items like ciggarettes , alcohol or illegal drugs.

This system would prevent taxpayers money being wasted on the ones that do not wish to work , it would also reduce disorder and would give a helping hand to those that need it. I believe it would also reduce disorder and promote better health amongst the poorer in society.
