Closed name and shame all sex offenders in the the uk

I would like the law changing on how we the general public can find out the known where abouts of sex offenders. in particular sex offenders that have committed such crimes to anyone under the age of 16 including any sex offenders that have ever been convicted of these crimes starting from the day after the offenders 16th birthday.
As a parent i feel our children's human rights should come before any sex offenders human rights and our children should be protected before the offenders
