Concealing child abuse must be made into a criminal offence. Those who witness, observe or are aware of acts of abuse and do not come forward, thus allowing the abuser to continue, should be made to account for their actions and where it is evident that information has been concealed which may have led to the prevention of an act of abuse then a person should be tried and convicted as an accessory to the crime.
