Closed petition dog licensing and responsibility

-All Dogs must be licensed
-A standard £5 fee will apply to each dog.
-All Dogs must be micro chipped and registered as well
-Anyone seen to be neglecting a dogs welfare will be given a ban and therefore will be unable to own another dog for a minimum of 2 years.
-All dogs must be kept on the lead in built up areas. Fines will apply.
-Same applies for dog fouling in public places..
-All dogs bred must be sold under contract which states responsibility of all dogs bred by a person remain their responsibility if the new owner can no longer look after the animal in question and it is the breeders obligation to re-home the animal.
-Every dog registered at any vets will have to be licensed, any vet practice caught treating unlicensed dogs or not keeping licenses up to date will be fined.
-I believe as an amendment at a later date all dogs should be insured as a mandatory clause of owning a licensed dog.
