Issue

Extenisve road works being carried out through rush hour holding up the majority of communters for long periods of time.

Proposal

All forms of Gas, Electricity, Plumbing works that affect the use of a highway should be out of rush hour (06:00-09:00 and 17:00-20:00 should be cleared of works). They should also be a flat-rate per-day charge for holding up the road in the hope that the job at hand will be completed quickly.
