Custodial sentances should be given on the basis that the lenght of Prison Time assumes that the guilty party behaves. The sentance should be extended for 'bad' behaviour.

The Public will then be able to relate the penalty to the crime. The current system where a given sentance can be reduced by any particular percentage that is popuar at the time means that we the people have absolutely no idea what the actual penalty is.
