Allow the government to fine media corporations for printing photographs of Jimmy Savile unless they're strictly necessary, .e.g., a story on the badger cull in which the reporter wishes to illustrate which celebrities the elusive creatures resemble (Simon Cowell, arguably) and don't (Savile).
Henceforth all online articles may only contain a link saying "click here for a picture if you must", accompanied by a PayPal button for charity (possibly badgers?)
We all know what he looks like; there's no need to continue the suffering.

It’s about something that the UK Government or Parliament is not directly responsible for.
In the UK, the press is not subject to state regulation. The Government believes that this is fundamental to our democracy. That is why the government does not interfere in what a newspaper or magazine chooses to publish. However, with this freedom comes great responsibility.
Newspapers must, of course, abide by the law, but they also sign up to a Code of Practice, overseen by the independent Press Complaints Commission (PCC). The Editor's Code of Practice sets a benchmark for the standards the press is expected to maintain.
