Any driver caught using or holding a mobile phone whilst driving should receive an automatic 12 month driving ban and a £1,000 fine.

I also propose that Police Officers should have no 'professional discretion' when dealing with the aforementioned offence.

If you are caught committing this offence then there are no excuses. You will be punished.
