Presently it is perfectly legal for the person who holds a scanner to scan your pet and choose not to contact the owner.
Also microchip companies do not presently notify the owners when the system shows the pet has been scanned.
This defeats the purpose of a microchip and the law needs to be changed to ensure it is compulsory to contact the owner within 24 hours.
