Stop owners of English football clubs once they are relegated from the premier league, from investing the premier league parachute payments into other activities and business ventures that are not football related, or into their own private bank accounts. The parachute payments must be re-invested back into the club and community with detailed accounts and action plans on each area the money will be invested in.
