We are faced with many instances of particullarly, Coffee franchises (Nero/Starbucks/Costa etc.) and Supermarkets where shops rare opened without planning permission having been obtained in advance. retropective permission is then sought, which becuase of the legal costs Local Authorities are being faced with, is generally given.

I believe that if Planning permission is not obtained then (a) the business concerned should pay the Council costs relating to Retrospective Permission, whether granted or not, and also the cost of any appeal.

Ignoring the law should not be an easy way of getting permission without proper consultation and prcedures.
