Rejected petition DWP JS40 FORM

JS40 clearly states that those claiming JSA can apply for an education course on their step 2 programme for a maximum of up to 52 weeks.
However, investigating this the Jobs and benefit agency told me that this was not the case.
Why has it not been removed from JS40 if this is the case?
Transparency has not informed jobseekers of any change, why?
