To reduce accidents involving young drivers without imposing over the top restrictions (such as limiting night time driving or only allowing family members to be passengers) a more sensible approach would be to make it illegal for any passenger who is over the drink drive limit to travel in a car driven by a young driver. In addition to the passengers being less distracting this would reduce the number of young drivers taking a load of mates on a night out, which is when these accidents are more likely to happen.
