Rather than allow energy companies to simply charge customers an extra £6.7 billion for demanded infrastructure projects, the money should be raised through a share issue attached to energy bills, with a minimum investment amount, as well as the option to buy additional shares. The infrastructure would then be owned by the shareholders (most of the UK population) and leased to the energy companies. That way the money won't simply be taken from a large group (the population) and given to a small group (the energy companies).
