Closed Cyclists should have to display some licence plate so they can be held responsible for blatant law breaking.

Driving and walking in London is often made very difficult and dangerous by cyclists who blatantly ignore the rules of the road. They run red lights and cycle on pavements with impunity. If bicycles had to display a licence plate of some variety, may be on the back of the saddle, then people could report them to the police. These cyclists are a menace and should not be ignored and left unpunished.
