In the same manner as Police Commissioners, the Head of Social Services at County Council should be elected every four years and be independent of the council.

Performance of Social Services has been criticised in the past with some very disturbing cases. No-one seems willing to take responsibility for failures. This elected official would take responsibility and be able, where required, to change the failing culture in Social Services.
