Rejected petition CAP the APR charges on credit facilities

I would like all APR charges for credit cards, loans, hire purches to be capped to avoid the "debtor" debt to spiral out of control. All payment plans when setup with a creditor should be interest free to pay off there existing debt. This will then help to reduce the bankruptcies or IVA's.
