Prisons should be secure workplaces.
Sentences should include a financial tariff to compensate victims.
Part of prisoners’ earnings should pay for their food and accommodation and the remainder should be paid to their victims.
Violent crimes should be subject to minimum sentences, but sentences for non-violent crimes would only be satisfied when the prisoners had fully compensated their victims.
A non-violent prisoner should be able to use his own assets to compensate his victim.
Prison food and accommodation should be provided at various levels commensurate with the financial contribution made by the prisoner.
As a result:
Crime would not pay.
Victims would eventually be fully compensated.
Prison populations might reduce as non-violent prisoners chose to buy themselves out of prison.
Apart from a lack of freedom, prisoners would live under exactly the same constraints as the general public, i.e. their standard of food and accommodation would depend on their earned income.
