The single most important message from the Levenson Report must be implemented in full (not just the "principles") and that is that statutory recognition for a genuinely independent regulator is now "essential".

The Press have proven from history that they cannot be trusted to self regulate. They brought this upon themselves and so must have independent regulation by statute.
