ALL rules and regulations to be set by central government and not local governments. This would standardise the safety and acceptable condition of all taxi's and mini buses throughout the country and NOT have the situation were some things are acceptable in some local council areas and not in others.

These being set by people who have different opinions of what is required and what is not required.
