Closed Criminals to pay the value of damage they do or goods they take

It is proposed that upon being found guilty of a crime, in addition to any costs, compensation and prison time, a Criminal is made liable for the total cost of (a) and items damaged, (b) and items stolen which cannot be covered, (c) any costs associated with victims - they are obliged to pay back these costs. So, if somebody steals and destroys a car, in addition to the court costs and any time served, they all have to pay back to the victim, the cost of the car. Burglars have to pay back the cost of the items stolen, and fraud criminals pay back the money stolen (even if they have spent it).
