Petition Car insurance - policy amendment fees

If you have a car, insurance is a legal requirement.
If you move house or make other trivial changes to your policy, you have to inform your insurer or the policy is invalid and you are breaking the law.
Insurers therefore should not be allowed to charge a fee for making amendments to your policy as they are profiting from our legal obligations.
It is not unreasonable for an insurer to ask for more money if the policy has increased and even to keep the difference if the policy has decreased.
It is the flat policy amendment fee that most insurers charge that is the problem.
Banks, utility companies and goverment departments do not charge for a change of details yet it can often require the same amount of administration, why should a car insurance company be allowed?
