As a matter of road safety, to make it compulsory for all moving motorised vehicles to use dipped headlights instead of side lights when a vehicle is moving along a public highway. This to apply when the lighting conditions require lights to be shown on motorised vehicles.
Side lights then should only be used for parked vehiles.
