In short, amend and rebrand (e-Proposal) the current e-Petition system to allow registration both FOR (as at present) and AGAINST the proposal. This would give a more balanced view of the public mood with regards to a proposal. A minimum number of votes could be set with a minimum percentage requirement of 51% FOR in order for the proposal to be considered. A more democratic system overall.
