All known or suspected tax loopholes must be immediately, completely and permanently closed.

It is not right that some people can escape/evade/avoid their proper tax payments - others have to make up the losses and they will often be poorer than those failing to pay their fair share.

Correctly carried out, this action might reduce the taxes paid by many and will certainly reduce the need for public service budget cuts. A government that did this properly would gain much popular support.
