Extend the role of the Office of Budget Responsibility to include an independent assessment of the practicalities and costs associated with changes to the tax and welfare system before they are announced to Parliament and the wide public

The purpose of such a review would be to avoid introducing changes to the tax regime which are impractical to implement in a cost effective manner and which have been a feature of successive budgets over recent years.

The results of the review would be made public in a similar way to the existing work of the OBR.
