Petition standardising minimum banking card payments in shops

When shopping with a credit or debit card, different shops currently have their own minimum payments for taking card payments and the situation can feel like a lottery of minimum payments to a shopper. I would like to see the government introduce a national standard minimum card payment which shops must adhere to if they choose to enforce a minimum card payment. Give shopkeepers the option to use the a national minimum card payment or no minimum card payment at all.
