No person shall be allowed State/Regional/local benefits for Work or Housing until a minimum of 1 years payment of National Insurance contributions have been made.

Exceptions to this shall include ONLY those in critcal or life harming situations where having no support would clearly impact upon their current health or for those working as a personal carer.
