Reduce traffic at peak periods e.g. 8-9am and 5-6pm by motivating drivers of vehicles with tachographs installed to stay off the roads.

Incentives could be:
Reduced road tax for all days the vehicles operate outside rush hour.

Classing vehicles in a lower tax bands depending on the percentage of days they haven't driven in rush hour.
