The role and powers of the Planning Inspectorate should be reviewed, together with the National Planning Policy Framework (NPPF), not more than 4 years from publication of the NPPF, to ascertain whether the NPPF has been effective and implemented in such a manner as to achieve its stated aim (paragraph 209) of strengthening local decision making in planning matters.
