Petition Mandatory Subtitles for all content aired on TV, and Internet streaming functions

I believe that all new content aired on a television channel or subscription only TV or Internet provider should be made to provide subtitles to ensure that all hard of hearing and deaf consumers have full accessibility to the content. Whilst the major players are getting better at this, I believe this should not be an option - but mandatory within the UK!
