Action should be taken to establish Educational Facility Prisons focusing on behaviour development. It is a well known fact that the re-offending rates are high. We must focus on behavioural change in order to address re-offending rates. We must re-educate on behaviour. There has to be facilites that are built primarily for this purpose. It is only by confronting our behaviour that we develop. We need to do this in a controlled efficacious way. We need to engage education so that education works.
