Remove the delegated power of secretaries of state for education to interfere in English examination systems or exam specifications. Changes to the overall exam system should require primary legislation in parliament. Too many changes have been made to the exam system in recent decades based only on the personal preferences of secretaries of state with insufficient use of evidence or consultation.
