It would be time to abolish this difference when someone decide to buy a home or a flat from a council.
Many and many potential buyer are put off from a leasehold, and considering the amount of money you have to pay for a property that is not even yours is wrong. When you buy something became yours, so the house should have the same destination. It could as well improve the market and maybe reduce the price of the properties. In block of flat you will pay anyway service charges etc, so no difference.
