Accused persons facing trial by jury have a basic right to be sure that all the members of their jury have a thorough grasp of spoken and written English, so that they can fully understand the court proceedings, written evidence, and the instructions of the judge. Failure of the court system to ensure this deprives the accused of a basic legal right, and brings the administration of justice into disrepute.
