Ban all sales of and 'options' taken on Grade 2 and Grade 1 Agricultural Land over 2 Hectares or Land Parcels eligible for Rural Payments to housing developers until ALL District Councils in the United Kingdom have completed District Planning Frameworks and 30% of UK Villages have Neighbourhood Plans officially completed .

the National Planning Policy Framework (NPPF) requires local planning authorities to identify and keep up-to-date a deliverable five year housing land supply.
If District Council don’t have a deliverable five year housing land supply, then land is at risk, even with an adopted Core Strategy / Local Plan.

when an authority fails to plan properly, this opportunity can be lost through appeals determined by planning inspectors or by the Secretary of State

Grade 1 and Grade 2 agricultural land must be protected from this issue.
