To stop hackney carriage from cross bordering as a private hire vehicle anywhere in England and Wales. This was made law in 1847 when we had horse and cart. Drivers are now abusing this, using some councils as an easy way of getting a Hackney License without any local or national street knowledge. This law is out of date and needs changing.
