Closed Fathers that leave the family should not be able to put another persons child first on csa

CSA says that because a man has a child living with him that child comes first and takes the first percentage from his wage, it doesnt matter that the child already has csa from its biological father and that the children left behind are his biologically. Technically the man is being rewarded for leaving his family and starting with a new family, he has 2 csa coming in and he has to pay less to his own children.
This needs to change, CSA need to look at this, the father should only pay for his biological children.
